The Houston Federation of Teachers is suing the Texas Education Agency over its plan to take over the Houston ISD. The federal lawsuit filed Tuesday claims the takeover violates both the U.S. and Texas constitutions by discriminating against and disenfranchising racial and ethnic minorities. The takeover was prompted by the chronic failure of Wheatley High School, whose students are mostly black and Hispanic. The lawsuit claims the takeover is intended to keep newly elected school board members from taking their seats.
